Everything people ask us before they get here, answered straight.
Most of the beach rules are simpler than visitors expect. A few of them carry real fines, so it is worth two minutes before you unload the car.
What do the beach flags mean?
Five colors fly on Panama City Beach, and they are the most useful thing on the whole beach.
Green: Low hazard, calm conditions. Still pay attention.
Yellow: Medium hazard, moderate surf or strong currents.
Red: High hazard, high surf and strong currents.
Double red: The Gulf is closed to the public.
Purple: Dangerous marine life. Purple flies alongside a condition flag, not instead of one.
Local tip: Double red is the one to take seriously. If beach patrol tells you to come out of the water, come out. The fine starts at $500 and climbs on a second offense. Check the flag before you unload the car, not after.
Can I drink alcohol on the beach?
Yes, eleven months of the year, if you are 21 or older.
March is the exception. No alcohol on the sandy beach for the entire month.
Glass is prohibited year round, every month, no exceptions. Cans and plastic only.
Local tip: The March rule catches people out every spring. If you are visiting that month, plan around it.
Can I bring my dog on the beach?
There is one designated pet-friendly area, on the west side of the Russell-Fields City Pier at 16101 Front Beach Road. Dogs are not permitted on the rest of the Bay County beaches.
Local tip: It is one marked area, not the whole west end. Look for the signage so you are in the right spot.
What can I bring onto the beach?
Tents, chairs, umbrellas, and coolers are all fine. Bags are fine too, there is no rule about them. The one hard no is glass. And whatever you bring, plan to take it with you by 7 p.m. (see below).
Can I leave my tent or chairs out overnight?
No. Under the Leave No Trace ordinance, anything left unattended between 7 p.m. and 7 a.m. can be removed by the beach services contractor. That includes tents, chairs, and canopies.
Local tip: Setting up to hold your spot for tomorrow does not work here. Pack it out at sundown.
Can I camp or sleep on the beach overnight?
No overnight sleeping on the beach.
Do I need a fishing license to surf fish?
You need a Florida saltwater license to fish from the beach if you are over 16.
You do not need your own if you are fishing from a licensed pier or on a charter with a licensed captain. You are covered under theirs.
Pick up a license online, at the Bay County Tax Collector's office, most tackle shops, or a big box store on the way in.
Local tip: Surf fishing is open all day, every day. The hour after sunrise is the one worth setting an alarm for.
Can I have a fire or grill on the beach?
Not on your own. Open fires and grilling are not permitted.
If you want a beach bonfire, licensed vendors run permitted ones and handle the setup and the cleanup. Book ahead, especially in summer.
Can we get married on the beach?
Yes. You can hold a ceremony on the public beach without a permit.
Leave No Trace still applies, so anything you set up comes down the same evening.
Where can I park for a day at the beach?
Panama City Beach has around 100 public beach access points, and walking on is free. Parking is the part that takes planning, because far fewer of those access points have a lot attached.
There are free public lots, paid city lots, and park and pier lots, and they fill roughly in that order.

What is a rip current, and how do I get out of one?
A rip current is a narrow channel of water moving away from the beach and back out toward open water. They typically run 50 to 300 feet wide and get stronger as the surf comes up. They do not pull you under. They pull you out.
If you are caught in one:
Do not fight it. Swimming straight back at the beach is what exhausts people.
Stay afloat and stay calm.
Yell and wave for help.
Swim parallel to the shore until you are out of the channel, then angle back in.
You can often spot one before you get in. Look for a gap in the line of breaking waves, or a streak of foam, seaweed, or churned-up water heading straight out.
Local tip: The flags exist because of this. Rip currents here are strongest on red and double red days, and they are exactly why those flags go up. Check the flag, and swim near a lifeguard when one is on duty.
What does the purple flag mean?
Purple means dangerous marine life has been spotted. Jellyfish, most often.
Purple flies alongside a condition flag rather than instead of one. A purple and a yellow together means moderate surf plus marine life in the water. Read both.
Local tip: Purple does not mean the water is closed. It means pay attention, and ask beach patrol what they are actually seeing out there.
When is the best time to visit Panama City Beach?
Depends what you are optimizing for. Straight answer for each.
Best all-around beach: September. The crowds head home when school starts but the Gulf holds its heat, so the water is still in the low 80s and the mornings are glassy and calm. This is the local answer.
Lowest prices: Late fall, winter, and early spring. Lodging commonly runs 20 to 40 percent under peak summer.
Peak vacation energy: June through August. Everything open, everything running, everything busiest.
Local tip: If your dates are flexible at all, check the events calendar before you book. The difference between a plain beach week and one with a festival in the middle of it is usually just picking a different week.
What is the difference between Panama City and Panama City Beach?
Two separate cities on opposite sides of St. Andrew Bay, connected by the Hathaway Bridge on US-98.
Panama City Beach has the Gulf shoreline, the pier, and most of the vacation lodging. Panama City is a working city with its own downtown and marina.
The names are close enough that booking sites will show you one when you meant the other, so read the city on the listing before you book. Fifteen seconds of checking saves a 20 minute drive every morning of your trip.

How do I get to Shell Island?
By water only. Shell Island is an undeveloped barrier island and part of St. Andrews State Park, so there are no roads out to it.
The passenger shuttle leaves from inside St. Andrews State Park, which means you pay park admission plus the shuttle ticket. That is the detail that catches people out on arrival day, so budget for both.
There is nothing on the island. No buildings, no concessions, no shade beyond what you carry out. Full guide here.
Local tip: Take the first shuttle out and the second to last one back. You get the quiet island in the morning and skip the crush on the final run.
Should I visit Panama City Beach in March?
Yes, and here is what to know so you plan the right kind of trip.
March is spring break season, and the city runs a set of ordinances through the month:
No alcohol on the sandy beach, March 1 through 31.
No drinking in commercial parking lots during March.
Restricted alcohol sales hours.
Strict parking enforcement, with doubled towing fines during the High Impact Period.
You must be 21 to rent a vacation property, with valid ID at check-in for every adult.
A nighttime curfew applies to unaccompanied minors during the High Impact Period.
High Impact Period dates shift year to year, so check the current ones before you book.
Local tip: March is genuinely beautiful here. Same sand, comfortable weather instead of hot, and the beach thins out considerably as you head west of the main strip. If you are bringing a family, book toward the west end and plan your evenings early.
What is happening while I am here?
The annual ones worth planning around: Seabreeze Jazz Festival in April, Thunder Beach Motorcycle Rally in spring and again in fall, Florida Jeep Jam in May, Gulf Coast Jam over Memorial Day weekend, and the Summer Concert Series from June into August.

Local tip: For the big beach concerts, park a few blocks back and walk in. The lot closest to the venue takes forty five minutes to empty after the last song, and you will be sitting in it.
What is there to do when it rains?
More than you would think, and an afternoon indoors is a good reset in the middle of a beach week anyway.
WonderWorks and Ripley's Believe It or Not! are both in the main corridor and both work across a wide age range. Pier Park gives you shopping and food, and you can fill a whole evening there.

Local tip: Everyone else has the same idea when it rains. Go when the doors open, not at 2 p.m.
Where can I see dolphins?
Bottlenose dolphins are here year round. The surest way to see them up close is from the water, on a tour out through the pass.
From shore, watch the pass at St. Andrews State Park, and watch the water at golden hour. Dolphins feed in the shallows in the evening and most people miss them because they are looking at the sunset instead of the water.

Where is the best place to watch the sunset?
Anywhere on the sand, and it is the best free thing in Panama City Beach. The beach faces south, so the sun goes down right over the open Gulf.
Post up about 30 minutes before. For a quieter view, walk out to the jetties at St. Andrews State Park.
Local tip: Stay a few minutes after the sun drops. The afterglow is the best part, and the crowd has already walked away.
